Francis Fleming

Sir Francis Fleming KCMG (31 July 1842 – 1922) (Chinese: 菲林明) was a British colonial administrator.
His father was James Fleming, Q.C.. He attended Downside School near Bath, and studied law at the Middle Temple, and was called to the bar in 1866.
In 1869 he was a Crown solicitor in Mauritius; from 1876 to 1878 a district judge in Jamaica. He was attorney-general of Barbados from 1878 to 1882, and a judge in British Guiana from 1882 to 1883. In 1883 he became attorney-general of Ceylon.
He was administrator (acting governor) of Mauritius from 1887 to 1888.〔http://www.britishempire.co.uk/maproom/mauritius/mauritiusadmin.htm〕
He was Colonial Secretary of Hong Kong between 1890 and 1892. He was governor of Sierra Leone from 1892 to 1894, and governor of the Leeward Islands from 1895 to 1901.
In 1892 he married Constance Mary Kavanagh, daughter of Mary Constantia ''née'' Clifford and granddaughter of Hugh Clifford, 7th Baron Clifford of Chudleigh.
Fleming Road in Wan Chai, Hong Kong is named after him.
